This project presents a visionary, transport-led master plan designed to transform a deteriorating section of Manhattan’s West Side into a vibrant, pedestrian-friendly urban hub. Historically dominated by transportation infrastructure and manufacturing, the district is undergoing rapid change. This ambitious redevelopment initiative seeks to make the area livable for residents, efficient for commuters, and attractive to visitors from around the world.
The master plan directly addresses key urban challenges, including a road network that currently acts as a barrier to pedestrian connectivity. To mitigate this, the proposal introduces a direct underground connection to the Lincoln Tunnel, extends the iconic High Line, and establishes a new network of public green spaces. The removal of the existing above-ground bus ramp will also unlock valuable real estate, enabling the expansion of Madison Square Garden and the creation of a next-generation entertainment complex.
Phase one of the development centers on the construction of a new intermodal transportation hub, significantly increasing platform and concourse capacity for Pennsylvania Station. Above this new hub, a proposed superstructure will house over 270 bus bays to accommodate the relocated Port Authority Bus Terminal, as well as commercial office space and retail, including new headquarters for Amtrak and the Port Authority.
The design of the bus terminal levels is future-proofed to support evolving transportation needs, featuring infrastructure for autonomous vehicle operations and adaptable layouts to accommodate future innovations in transit. Together, these elements create a bold, integrated vision for the future of West Manhattan, uniting infrastructure, public space, and economic development into a singular urban framework.
